I want to say I hear a lot of Exploited in this, but I never was very good at analyzing music. Surely it's pretty reminiscent of the two Exploited albums that came out around the same time (Troops of tomorrow and Let's start a war)?

Edit: I'm now talking about the first half of this release, which is the '83 demo.
