US pulls Unesco funding after Palestine is granted full membership

The United States has cut off funds to Unesco as a punitive action after the Palestinian Authority was accepted into the UN agency as a full member in defiance of American, Israeli and European pressure.

The overwhelming backing for the Palestinians' bid to join the United Nations Educational, Scientific and Cultural Organisation was a huge boost for their campaign for international recognition of an independent state, and a blow to Israel and the US, who had opposed the move.
Members voted by 107 votes to 14 to accept Palestine as a full member state to loud cheers from delegates in Paris. Fifty-two countries, including the UK, abstained.
Within hours, the US announced it would withhold its huge contribution to Unesco's budget as a result of the vote. State department spokeswoman Victoria Nuland said the US had no choice due to a 21-year-old law prohibiting the payment of funds to any UN body accepting the Palestinians as full members.
A $60m (£38m) transfer that was due later this month would be halted in a move that will have serious consequences for Unesco activities. The US contributes 22% of the agency's annual budget.
Unesco's decision was "regrettable, premature and undermines our shared goal to a comprehensive, just and lasting peace [between Israelis and Palestinians]", said Nuland.
Israel also hinted at punitive measures. A statement from the foreign ministry said it would "consider its further steps and ongoing co-operation" with Unesco following the decision. The move was a "unilateral Palestinian manoeuvre which will bring no change on the ground but further removes the possibility for a peace agreement", it added.
Nimrod Barkan, Israel's ambassador to Unesco, described the vote as a "tragedy". "Unesco deals in science, not science fiction. They forced on Unesco a political subject out of its competence," he said.
Palestinian officials, who described the vote as historic, were jubilant. "This vote will erase a tiny part of the injustice done to the Palestinian people," foreign minister Riyad al-Malk told the Unesco gathering in Paris.

The Palestinian president, Mahmoud Abbas, said the vote "represents support for freedom and justice".
In a statement to the Palestinian news agency Wafa, he said: "This vote is for the sake of peace and represents international consensus on support for the legitimate Palestinian national rights of our people, the foremost of which is the establishment of its independent state."
Some ridiculed the US response. "You would think we were asking to be accepted by al-Qaida," senior official Nabil Shaath said before the vote.
The swift action of the US in withdrawing funding is likely to increase cynicism among Palestinians about the credibility of the US as a mediator between them and the Israelis.
Membership of Unesco is largely symbolic, although it will allow the Palestinian Authority to seek world heritage status for historical sites. Israel would be expected to vigorously object to applications for sites in areas of the West Bank and East Jerusalem currently under its control. The Palestinian Authority is expected to seek Unesco world heritage status for the Church of the Nativity in Bethlehem, believed to be the birthplace of Jesus.
A nomination attempt was rejected earlier this year because the Palestinians were not a full Unesco member. The nomination of other sites is expected to follow.
The vote was the first taken in a UN body since the Palestinians embarked on their campaign for recognition of an independent state in the international arena. The Palestinian president, Mahmoud Abbas, submitted a formal application for full membership of the UN in September in defiance of US opposition.
The process has become mired in UN bureaucracy after the security council set up a subcommittee to examine the application. No date has been set for a decision, which is bound to go against the Palestinians as the US has pledged to veto the move.
The Palestinians may then take their case to the UN general assembly, which is barred from granting full membership without security council approval.
Monday's vote at the Unesco general conference is an indication of the extent of support for the Palestinian case in the international community.
France was among those voting in the Palestinians' favour, a move which could indicate its as yet unstated stance in the forthcoming security council vote on full membership of the UN.
The UK has not declared its voting intentions but is expected to line up with the US.
Others countries that voted in favour included China, Russia, India, Brazil and South Africa. The US, Canada, Germany and the Netherlands voted against. US and European diplomats made unsuccessful efforts to seek a postponement of the Unesco vote in the runup to the debate at the general conference in Paris.
Despite US and EU insistence that negotiations are the only way to secure a lasting settlement and an independent Palestinian state, efforts led by the Middle East Quartet envoy Tony Blair to restart talks between the two parties have made little progress.
Palestinian negotiators have largely despaired of securing a state through talks with Israel while the latter continues to build and expand settlements in the West Bank and East Jerusalem.
They are also deeply disappointed in the lack of pressure exerted on Israel by the US. Many feel that taking the Palestinian cause into the international arena has a greater potential for progress.

White House says approval of Palestine as member of the UN cultural body undermines goal of a comprehensive Mideast peace plan; Germany also says move hinders peace.

The Obama administration has decided to cut off funding for UNESCO because it approved a Palestinian bid for full membership.
State Department spokeswoman Victoria Nuland says Monday's vote triggers a long-standing congressional restriction on funding to UN bodies that recognize Palestine as a state before an Israeli-Palestinian peace deal is reached.
White House spokesman Jay Carney said the UN cultural agency's decision was "regrettable" and "premature" and that it undermines the international community's shared goal to a "comprehensive, just and lasting peace" between Israel and the Palestinians.
Carney added that Monday's vote was a distraction from the goal of restarting direct negotiations between the two sides.
Delegates to the United Nations Educational, Scientific and Cultural Organization approved Palestinian membership in a vote of 107-14 with 52 abstentions. U.S. lawmakers have threatened to halt $80 million in annual funding to UNESCO if Palestinian membership was approved.
Nuland went on to say the U.S. would refrain from making a $60 million payment it planned to make in November.

But she said the U.S. would maintain membership in the body.
"The UNESCO General Conference’s action does not diminish our determination to work with UNESCO to advance U.S. national interests. Therefore, we will maintain our membership in UNESCO and our commitment to UNESCO," the State Department said.
The Palestinians want full membership in the UN, but Israel opposes the bid. The U.S. says it would veto a vote in the Security Council.
U.S. Rep. Ileana Ros-Lehtinen, Chairman of the House Foreign Affairs Committee, called UNESCO's acceptance of a Palestinian state "anti-Israel and anti-peace."
"This is only the beginning", said Ros-Lehtinen. "The Palestinians will now seek full membership at other UN bodies."
Nuland expressed concern that the funding cut could have damaging implications for the U.S. By not paying its dues, the U.S. could severely restrict and reduce its ability to influence UNESCO, and act within it.
"We are very concerned about it, which is why we didn't want it to happen in the first place and why we're concerned about this move being replicated in other UN agencies," said Nuland.
The cut in funding could impact the voting rights of the U.S., since under UNESCO's constitution any member state that gets more than two years in arrears in its contribution does not have the right to vote in the general conference. According to Nuland, the actual arrearage status of the U.S. will begin in January.
J Street urged the U.S. not to cut funding, saying disengagement from UNESCO would weaken the country's international standing. "In addition to undermining our own national interests, it would also deprive Israel of its most vocal and powerful advocate in a key UN organ," said Dylan Williams, J Street’s Director of Government Affairs.
The U.S. Congress is also currently considering new legislation that would impose additional restrictions on American funding of the United Nations, threaten cutting aid to the Palestinian Authority, and slashing military assistance to key foreign countries in retaliation to their support for the Palestinian bid for full UN membership.
Germany also said Monday that the UNESCO vote on Palestinian membership was likely to make it more difficult to achieve peace in the Middle East.
A Foreign Ministry statement from Germany said that the country opposed the vote.
"There is a danger that the UNESCO application will further harm the already difficult indirect talks recently begun under the aegis of the Middle East Quartet," the statement said.
The Palestinians are seeking full membership in the United Nations, an effort the U.S. has threatened to veto in the Security Council. Given that, the Palestinians separately sought membership at Paris-based UNESCO and other UN bodies.

Israel closes down Yitzhar yeshiva due to violent acts against Palestinians
Education Ministry follows Shin Bet recommendation to close down West Bank yeshiva after its students engage in violent acts against Palestinians, Israeli security forces.

Israel's Education Ministry decided Tuesday to follow the recommendations of the Shin Bet and close down the Dorshei Yehudcha yeshiva in the West Bank settlement of Yitzhar, following its students' involvement in violent acts against Palestinians and Israeli security forces.
Shimshon Shoshani, the former director-general of the Education Ministry, decided last week before leaving his post to close down the yeshiva indefinitely.
Dorshei Yehudcha yeshiva high school is part of the institutions of Od Hai Yosef, headed by Rabbi Yitzhak Ginzburg. Two heads of the yeshiva, Rabbis Yosef Elitzur and Yitzhak Shapira wrote the controversial book "The King's Torah" which justifies the killing of non-Jews.
Last month, Haaretz revealed that the Shin Bet recommended that the Education Ministry close down the yeshiva since "it had collected extensive information on yeshiva students which are involved in illegal and violent activities against Palestinians and the security forces." It was also known that the yeshiva rabbis and its heads were aware of some of the activities taking place and allowed the students to participate.

They keep preaching about how the whole world should follow their example of democracy, but when someone request to join the UN they will cut the humanitarian aid. That's fucking disgusting. Palestine isn't asking to join Al-Quaida or something like that, they just want to join the fucking United Nations!!! The USA says that they should resolve the conflict with israel, but how the fuck are they supposed to discuss with them when THEY closed the negociations ??? Also, how the fuck can you negociate peace when the ennemy is still in the process of colonisation of your land !! What a joke.

PM says Israel must continue to develop Jerusalem, asserts construction there is Israel's basic right and not simply a punishment to Palestinians.

Prime Minister Benjamin Netanyahu said Wednesday that construction in Jerusalem is Israel's right and obligation, referring to his recent decision to accelerate settlement building in response to the Palestinians' newly granted UNESCO membership.
"We will continue developing Jerusalem, its neighborhoods, and people," Netanyahu said during a special Knesset session. "This is our right and obligation - not as punishment to the Palestinians but as our basic right."
On Tuesday, Netanyahu and his forum of eight senior ministers decided to initiate a new wave of settlement construction in the West Bank, as part of a wider set of sanctions Israel decided to impose on the Palestinian Authority after it was accepted to UNESCO as a member on Monday.
Netanyahu's office said Tuesday that the construction of 2,000 housing units planned in East Jerusalem, Gush Etzion, and Ma'aleh Adumim should be expedited.
The eight senior ministers also decided to suspend the transfer of tax money which Israel has collected for the Palestinian Authority in October. The money, which amounts to more than NIS 300 million, was supposed to be transferred to the Palestinian Authority before the Eid al-Adha holiday, when the money was to be used to pay the salaries of policemen and clerks of the Palestinian Authority.
A spokesman for Palestinian President Mahmoud Abbas responded to the decision on Tuesday, saying that Israel had decided "to speed up the destruction of the peace process" by deciding to accelerate the construction of settlements on land where the Palestinians aim to found an independent state.
Nabil Abu Rdainah also described as "inhumane" Israel's decision to temporarily halt transfers of funds to the Palestinian Authority.
On Monday, UNESCO accepted the Palestinian Authority as a full member of the organization.
In response, the U.S. decided to cut off funding to the UN cultural body. It was Anti-Defamation League who first helped Israel eliminate all criticsm by coining so called "new anti-semitism". ADL is not against anti-semitism; it is against palestine. It is not an anti-hate group. Any group that opposes Israel is called anti semitic by ADL. ADL has called anti-Zionist figures and groups anti-semitic; such as Norman Finklestein, Noam Chomsky, anti-zionist jews, and even comrades Anarchists against the wall. ADL used to be a civil rights group but now are just a front for Israel. Israel is a puppet of America; America uses Israel to get a hold of Arab oil. Palestine joining the United States might help protect Palestine from an Israeli invasion.

The temperature may have dropped a little in Jerusalem on Wednesday night, but it was more than compensated for by the heat produced by Glenn Beck as he brought his "Restoring Courage" rally to the Old City.
The former Fox News presenter and devout Mormon stood at a podium beneath the gunmetal grey of the dome of the al-Aqsa mosque to direct a tirade of invective at governments, human rights organisations, the United Nations, Europe and Arab states – and sometimes just "them", whoever they are.
Despite a strangely subdued start, the rightwing polemicist finally roused his audience to whoops and cheers with his trademark preacher's inflection. But all the while, the distant noise of anti-Beck protests provided a backdrop to a 90-minute programme of declamation, music and presentations.
Dressed as though attending a funeral, Beck stood in sharp contrast to the casual attire of his overwhelmingly white American Christian audience, many of whose baseball caps and T-shirts denoted their state of origin, their church or their adherence to the US Tea Party movement.
But the surprising number of empty seats belied the organisers' claims that demand for tickets had outstripped availability at the 2,000-capacity Davidson Centre.
Beck, who was deemed too extreme even for Fox television after 400 advertisers pulled their commercials from his show earlier this year, had come to Jerusalem to "restore courage" to the Jewish state and salute Israelis as "people who stand against the entire tide of global opinion". "The world is burning," he said. "Whatever we've grown to think is solid and strong and durable is under siege. The threats are mounting. The evil is growing. Darkness is falling."
After many impassioned references to God's covenants to return the Jewish people to their land, Beck turned his attention to what he saw as a legion of enemies that Israel and its God-fearing supporters faced.
Referring to the UN, he said: "In New York, so-called leaders are talking about human rights. But what they do is abuse the very meaning of this phrase. They condemn tiny Israel, democratic Israel, free Israel – Israel which values human life above all others."
He said western governments focused on criticism of Israel instead of condemning countries such as Syria which was "slaughtering its people". "In some countries it is a crime not to condemn Israel. The diplomats are afraid. They are cowards and so they surrender to falsehood. The truth matters not."
Even some Israelis, he said, were beginning to doubt themselves. "My friends, do not lose hope. You must not lose confidence in yourselves. You must draw courage." Always remember, he added, that they were "led to this land by God. He promised that Israel would rise again. We have seen this promise fulfilled. Israel, we have witnessed the dawn of your redemption."
Israel's steadfastness was especially important given "what the world describes as the 'Arab Spring'. I said, are you mad? Behind many of the revolutions is a familiar force which I said would come to the borders of Israel and bring death. And so it has in the past seven days."
The reference was to last week's attack on the Israeli-Egyptian border in which eight Israelis were killed.
Human rights organisations, he said, had become "grotesque parodies of the principles they pretend to represent. They denounce nations like Israel and America and leave alone nations which have no freedoms at all. Whatever moral force they once had is spent."
The audience reserved its most fervent responses and standing ovations for its familiar enemies of big government and liberal institutions. It included representatives of Christian Zionism whose ardent support for Israel is derived from the belief that the Jewish people's return to the holy land is a prerequisite of the second coming of the Messiah.
But the accompanying belief that Jews must then convert to Christianity in order to be saved has prompted widespread opposition to Christian Zionism – and Beck's rally – within Israel. Some rabbis denounced the broadcaster and called on Jews to boycott the event.
From the left, opposition stemmed from Beck's rejection of a Palestinian state on the basis that it would cut off the holy sites of Jerusalem "from the rest of the world".
But protesters were kept well away from the rally, whose venue was itself controversial. The podium, a choir and orchestra, and rows of plastic chairs were sited at an archaeological site below the Temple Mount, revered by Jews, which is also known as Haram al-Sharif, the third holiest site for Muslims. The Muslim call to prayer rose above the al-Aqsa mosque as the audience awaited their hero.
For Bonnie Wimsatt, 59, from Washington DC, part of a group of Christians on a 10-day tour of which the rally was the climax, her reason for the 6,000-mile trip was simple. "We're here to support Israel‚ a peace-loving nation surround by people who want to harm them," she said. "They're always fighting a battle – they can't go outside their front door without someone shooting at them."
At the overflow venue a few miles away, where around 2,000 people gathered to watch the rally on a large outdoor screen, Michael Novatka, a born-again Christian and "self-proclaimed Jew" from Florida, said: "Glenn Beck tells the truth, but the rest of the world doesn't want to hear it. I've been watching him for years, and agree with what he says. Now that he's left Fox, he's stepping it up."
